#### Onboarding, set by the size of your current site

We move your existing site onto Cloverleaf for one published price, based on how many pages[1](#onboarding-page-note) you have today. Small sites move free.

Onboarding price and typical go-live, by the size of your current site

| Your current site | Onboarding | Typical go-live |
| --- | --- | --- |
| Up to 50 pages — A small town, district or single-purpose agency | Free | 4 weeks |
| Up to 100 pages — A special district or small town with a few sections | $1,500 | 4 weeks |
| Up to 500 pages — A city with several departments | $3,500 | 6 weeks |
| Up to 2,000 pages — A county or large city | $7,500 | 10 weeks |

A page is a unique URL. PDFs count as pages.

Larger than 2,000 pages? Add $3,000 for each additional 1,000. Most large sites don't need everything moved, so we'll show you which pages people actually use first.

Running more than one site? Each site is onboarded at the level that matches its own size.

##### What onboarding includes

- Your existing pages, documents and images moved automatically
- Your content organized into a structure built for local government: departments, services, boards, meetings, news, notices, documents and staff
- A private portal set up for your board or commissions
- Design at your tier's level
- Training for your staff, with guides and video walkthroughs
- Redirects from your old addresses, so existing links keep working
- Launch

##### What onboarding doesn't include

- Writing new pages or rewriting existing ones.
- Cleaning up outdated content. We'll show you what's rarely visited; you decide what moves.
- Custom content structures beyond the standard government structure.

Sized by number of grant programs

### Cloverleaf Applications

Priced by the number of grant and application programs you run. Every feature at every tier, including confidential third-party letters and panel scoring.

#### Cycle

$299 per month

Three months up front, then month-to-month.

One run of one program, such as a lodging tax committee.

#### One program

$199 per month

$2,388 per year

A single program, year-round.

#### Up to five programs

$349 per month

$4,188 per year

Lodging tax, human services, arts grants and more on one platform.

#### Unlimited programs

$599 per month

$7,188 per year

Counties and multi-department agencies running many cycles.

Annual plans are billed annually. The cycle is billed three months up front, then month-to-month.

#### We set up your first program.

Tell us your deadlines, your committee, your scoring criteria and what letters of support you require. We configure your program from a proven template and walk your program administrator through it. You're ready to open applications.

##### Included in setup

- Your application form, built from a template for your program type
- Your scoring rubric and review panel
- Deadlines and notification schedule
- Letter-of-support requirements
- A walkthrough for your program administrator

##### Not included in setup

- Writing or rewriting your application questions
- Custom workflows beyond the template
- Moving past years' applications into the platform
- Connections to other systems

**Adding programs and next year's cycle.** Start a new program from a template or copy one you already run, and reopen last year's cycle with new dates.

Renewals

### Next year's number, before you sign this year's.

Annual price increases are capped at CPI or 5%, whichever is lower, written into your agreement. It is the number you take to council, not a number we set later.

Outgrow an allowance and you can raise it at a published price, or move up a tier. Nothing is quoted or negotiated.

Annual average CPI-U, year over year

| Year | Change |
| --- | --- |
| 2016 | 1.3% |
| 2017 | 2.1% |
| 2018 | 2.4% |
| 2019 | 1.8% |
| 2020 | 1.2% |
| 2021 | 4.7% |
| 2022 | 8% |
| 2023 | 4.1% |
| 2024 | 2.9% |
| 2025 | 2.6% |

Only 2022 rose above the cap. In that year an increase would have been held to 5%. CPI-U, U.S. city average, all items, annual average of the calendar year, as published by BLS. [U.S. Bureau of Labor Statistics](https://www.bls.gov/cpi/). 2025 omits October: the federal shutdown left that month uncollected, so BLS published no October 2025 index.

### Questions

#### Cloverleaf Sites

How is our tier set?

By your most recently adopted general fund budget. Special districts use their primary operating budget. Capital projects are not counted.

What happens if our budget grows?

Nothing during your contract. We use the budget in effect when you sign, and your tier does not change mid-contract. At renewal, if your operating budget has moved into another band, you renew at that tier. The annual cap of CPI or 5% applies to the price of your tier, not to moving between tiers.

Can we choose a higher tier than our budget requires?

Yes. Your budget sets your minimum tier. Any agency can choose a higher one for more room or faster support.

What counts as a page?

A page is a unique URL on your current site: pages, news posts, events, staff profiles and similar. PDFs count as pages.

Why is onboarding free for small sites?

So the smallest towns and districts can move to an accessible, secure site without a setup cost. If your site is 50 pages or fewer, onboarding is free.

Do we have to write new content?

No. We move what you have. Anything new you'd like to add is yours to write, and your staff can publish it themselves from day one.

Our site is very large. Does everything have to move?

No. Most large sites carry pages nobody visits anymore. We'll show you which pages are actually used, and you decide what moves. Fewer pages means a lower onboarding price.

Is every site accessible?

Every site is built to WCAG 2.2 Level AA, at every tier. Accessibility is part of how each component is built and tested before it ships, not a widget or overlay added afterwards.

Can our boards and commissions have a private portal?

Yes, at every tier. Commissioners sign in securely to reach packets, policies and budget documents, without an agency email account. This is a secure portal for documents, not agenda or meeting management.

Can we run more than one site?

Yes, on Tier 3 or Tier 4. Each additional site is $250 per month on Tier 3 or $450 per month on Tier 4, and gets your tier's level of support. Each site is onboarded at the level that matches its own size, so a small site can be free to move. Your tier's allowances, such as portal users and editors, are shared across all your sites. A site has its own domain and navigation; department pages under your main domain are part of your main site. Independent agencies, such as a library district, have their own subscription.

Will my site look like every other Cloverleaf site?

No. You bring your logo, colors and photos, and we set the colors and fonts to match. You choose from layout options that suit your agency, and we set up the one you pick. That's how your site launches in weeks at a fixed price, instead of a months-long design project.

#### Cloverleaf Applications

We run one grant cycle a year. Do we need an annual contract?

No. Buy the cycle instead: $299 a month, with a three-month minimum billed as one payment up front and month-to-month after that. Stop when your cycle is finished. Past about eight months, the annual plan costs less.

Who sets up our program?

We set up your first program at no charge, from a template built for your type of program. You can add more programs yourself from a template or by copying one you already run.

Can we reuse last year's setup?

Yes. Reopen last year's program with new dates. Your form, rubric and panel carry over.

What counts as a program?

A program is one funding opportunity with its own application form, committee and scoring rubric, such as your lodging tax grants. Running the same program every year counts as one program.

#### Every product

What if we want to leave?

Your content and your data are always yours, in both products. Full content export in JSON and Markdown, database export in SQL, and deployment documentation, at no charge. Applications data, including submissions, letters of support and scores, exports the same way. Leaving is not a rebuild.

How does pricing change each year?

Annual price increases are capped at CPI or 5%, whichever is lower.
