Commissioners and board members aren't staff. They have no agency email address and can't reach your intranet, but they need packets, policies, budgets and past materials. Give them a private area with secure sign-in.
It's a portal for packets and policies, not for drafting agendas, taking motions, roll-call voting or writing minutes. The same private areas handle bid and plan-holder distribution, with a record of who downloaded what, and emergency documents that shouldn't be public.
